Error description

• BTS passes an invalid CLB address to the IMS optional
  user-written routines called from BTS. The IMS optional
  user-written routines called from BTS manages the invalid data.

  BTS passes an incorrect CLB address to the IMS optional
  user-written routines called from BTS when IMS Version 7 and 8.
  The R9 passed by BTS points to CLB+X'20'not to CLB.
  When the IMS optional user-written routines refer to R9(CLB),
  they manage the incorrect data.
  BTS should pass the correct CLB address in R9 to the IMS
  user-written routines called from BTS.
  

Problem conclusion

• BTS is modified to pass the correct CLB address in R9 to the IMS
  user-written routines called from BTS.
