  reorganization.  IPR will check registration of datasets in
  RECON before database authorization check.

  A registration check of the data set name of the database,
  primary index, or secondary index in the RECONs is too late for
  aborting reorganization.
  IPR Driver issues MSGHPSG0381E after setting the DBRC PROHIBIT
  AUTHORIZATION flag. This APAR changes so that IPR Driver will
  check the registration of the data set name of the database,
  primary index, or secondary index in the RECONs before setting
  the DBRC PROHIBIT AUTHORIZATION flag.

               IS NOT REGISTERED TO DBRC
  
   Explanation:
   The data set name specified, by a JCL DD statement or a DFSMDA
   member, for the DD name ddname for the database, primary index,
   or secondary index dbdname is not the same as the one that is
   registered to DBRC.
  
   System Action:
   IPR Driver ends with a reason code of 8.
  
   Programmer Response:
   Check whether the correct RECON data sets and the correct data
   sets are specified by referring to the Data Set Information
   report.  Correct the error, and rerun the job.
  |If you want to specify the different data set name for the DD
  |name ddname of the database, primary index, or secondary index
  |from what is registered in RECONs, you can rerun the job
  |specifying DBRC=N in the EXEC parameter.
  |However, if you cannot specify DBRC=N in the EXEC parameter
  |because your IMS system has been generated as DBRC=FORCE,
  |you can run the job using the dummy RECONs.
  |The data set name for the DD name ddname of the database,
  |primary index, or secondary index that you want to specify
  |must be registered in the dummy RECONs.
