  PO03185, HCR-4238 - Shopping Enrollment link displayed during
  initial open enrollment period.
  Previously the ''Enroll on Plans' (Special Enrollment)' Citizen
  account home page link was displayed during the 'Open
  Enrollment Period' and when there were no results on the
  Special Enrollment motivation. This issue has been addressed
  with the following changes:-
  1. Added a reference to a new loader
  'curam.healthcare.loader.impl.HCRCaseHomeMenuLoader' in
  'HCRIntegratedCaseMenu.menu' to determine if the 'Enable
  Special Enrollment Shopping' action menu is displayed on the
  Integrated Case. The change has been added to the location
  'EJBServer\components\HCR\tab\HCRIntegratedCaseHome\HCRIntegrate
  dCaseMenu.mnu''
  2. Added the new class
  'curam.healthcare.loader.impl.HCRCaseHomeMenuLoader' to extends
  the CaseHomeMenuLoader and contains the function
  'loadMenuState'. This function determines how the 'Enable
  Special Enrollment Shopping' link is displayed in the actions
  menu and combines this result with the action link evaluations
  from 'CaseHomeMenuLoader.loadMenuState'
  3. Added 2 new functions to'
  curam.healthcare.motivation.specialenrollment.impl.SpecialEnroll
  mentUtility'
  The function 'isInCoverageOutsideOpenEnrollment' determines if
  the 'currentDate' is within the 'Enrollment Coverage Period'
  and is after the 'Open Enrollment Period'.
  The function 'isInOpenEnrollmentPeriod' determines if the
  'currentDate' is within any 'Open Enrollment Period'.
  4. The function
  'curam.citizenaccount.home.menu.impl.ShoppingExperienceMenuItemP
  roducer.showMenuItem' has been updated with additional
  conditions to determine when Citizen Account home page links
  are not displayed for a 'Special Enrolment' motivation
