Error description

• High Performance Sysgen done with IMS V13 leads to ABENDU3419
  and DFS3419X UNABLE TO LOAD MODULE DFSRCTEA RC=04 at coldstart.
  The IMS system has been defined with no FP routing codes so
  DFSRCTEx in the MODBLKS data set contains only the IMS created
  'dummy' routing code.

  * PROBLEM DESCRIPTION: INSTALL function fails to copy DFSRCTEx *
  *                      member from currently active MODBLKS    *
  *                      library to the soon-to-be-active        *
  *                      library when only a dummy route code is *
  *                      present. In IMSV12 and later, APAR      *
  *                      PM33774 (ptfs UK67051 and UK67052) made *
  *                      it possible for a DFSRCTEx member to    *
  *                      contain only a dummy route code. After  *
  *                      the INSTALL, start of the IMS with the  *
  *                      new active MODBLKS library incurred an  *
  *                      IMS 3419 abend, accompanied by          *
  *                      DFS3419X.                               *

  * RECOMMENDATION: INSTALL CORRECTIVE SERVICE FOR APAR/PTF      *
  *                 IOHZRMB3 is changed to handle dummy-only     *
  *                 DFSRCTEx library members.                    *
