PM98016: ORF FAILS TO RESTART PARTITIONS WHEN IMS ABENDS

Error description

• When an IMS subsystem goes down during the reorganization, the
  cleanup process of the ORF job fails to restart the stopped
  partitions on other connected IMS subsystems.

  When an IMS subsystem get down during the reorganization, the
  cleanup process of the ORF job tries to restart the stopped
  partitions on all IMS subsystems and it fails on the IMS
  subsystem that is down. The partitions on subsequent IMS
  subsystems are left stopped.
  

Problem conclusion

• This APAR modifies IMS Online Reorganization Facility so that
  the cleanup process will not try to restart the stopped
  partition on the IMS subsystem that got down during the
  reorganization.
  This APAR also fixes a problem in internal message handling that
  can cause ABEND S0C4 in HRFOXCF module.
