    This APAR enables HP Unload utilities running in the ULU region
    to bypass IMS DBRC database authorization to avoid DBRC
    authorization failure (DFS047A) for HALDB partitions.
    The new control statement 'SKIPAUTH YES' can be specified in
    the HSSROPT data set.
