  When Unload is performed with the DBD change, Reload requires
  NEW ACBLIB to process the Unload file. When the RAPRBA in the
  Unload file points to DOVF CI by using incorrect ACBLIB, FPA
  Reload abends S0C4. FPA Reload should check the RAPRBA in the
  Unload file.
  

Problem conclusion

• FPA Reload has been modified to check whether the RAPRBA in the
  Unload file is correct or not. If incorrect, new HFPK3215E
  message is shown.

   The following message is changed:
  
     HFPK3215E USR RAP RBA ISN'T RAP CI RBA IN AREA NO: nnnn,
     AREANAME: xxxxxxxx RBA: nnnnnnnn
  
     Explanation: Program HFPMAIN0 found that the RAP
     RBA in the prefix of the unloaded segment record is
     not not an RBA of a RAP CI.
     System action: The job ends with an abend code of 3215.
     User response: Check whether the unloaded segment
     record file, the DBD information, or both that are
     obtained from the IMSACB DD are correct. Correct the error,
     and rerun the job.
