  New parameter FEOV is added to the HRFSETOP runtime option
  module. When FEOV=N is specified, a /DBR command during the
  Takeover phase includes the NOFEOV keyword. The value can be
  overridden by using the FEOV keyword in the HRFSYSIN DD
  statement.
