Problem conclusion
When starting a JAX-RPC web service application, the web service engine will parse the WSDL and its imported schema files using DOM XML parser, which expects a valid URI compliant to RFC 3986. The error happened when an invalid URI was passed to DOM XML parser. The JAX-RPC runtime is changed to detect this scenario and pass a valid RFC 3896 URI to DOM XML parser. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.31, 8.0.0.8 and 8.5.5.1.
