  * PROBLEM DESCRIPTION: Upon entering a data set name for the   *
  *                      'Changes file data set name' field      *
  *                      on panel GOC5, the following is         *
  *                      displayed:                              *

  *                      'Data set not usable'                   *
  *                                                              *
  *                      because the Changes file import         *
  *                      format is inconsistent.                 *
