Error description
With the following settings: . server_use_wlm_to_queue_work=0 server_work_distribution_algorithm=2 control_region_timeout_delay=<value greater than zero> . it's expected that no new work will be queued to a servant terminating due to a timeout during the delay period. However, users may see new MDB requests being routed to the terminating servant even if other servants are available.

Problem conclusion
Changed the code to skip queuing new requests to servants that are in the timeout delay period. APAR PM89440 is currently targeted for inclusion in WebSphere Application Server Fix Packs 7.0.0.31, 8.0.0.8, and 8.5.5.1.
