Error description

• HP Load does not create a bitmap block for empty DSG datasets.
  If the DSG dataset is still empty at unload time, the unload
  will fail.

  This APAR fixes the following problems:

• HP Load has been modified to create a bitmap block for empty DSG
  datasets and to report the number of blocks correctly.
