PM80944: ADD DEFAULTS FOR FLASHCOPY ZPARM

Error description

• There are five utilities that can have a Zparm setting
  indicating that a Flashcopy should be taken by default.  These
  utilities are Copy,Load, Reorg Tablespace, Reorg Indexspace, and
  Rebuild Index. This APAR will set a flag for each utility that
  indicates whether the default is yes.
