Problem conclusion

• ORF pause API module reads PCBs and creates a list of DL/I
  databases. The work area for the database list is initialized in
  INIT call, but it can possibly be modified before it is used in
  START call, which causes a problem when the PCBs have no DL/I
  databases. This APAR adds code to re-initialize the work area
  just before it is used in START call.
