  In what appears to be a regression, importing certain RIF

Problem conclusion

• This error message indicates a problem in some DOORS usage
  cases. However, it does not apply to RIF/ReqIF import cases.
  
  The message has been changed to a diagnostic warning only
  visible to DOORS development so that it does not incorrectly
  abort the import.
