PM73423: Creating CR attachment via CSAPI writes internal attachment name to transition_log instead of display name

• Closed as program error.

Error description

• In Rational Change 5.2.0.7 and prior, when a file is attached to
  a CR via the CSAPI function $csapi-?CreateAttachmentObject, the
  displayname of the file is not reported, only the internal
  attachment name:
  
      Relationship change made by Joe User (juser) on 2012/09/18
  15:03:01 from database CS
      Created 'attachment' relationship from CR 'CS#3' to binary
  'attachment_3 1347665006-1'
  
  Attaching the same file via the GUI correctly writes the
  attachment's displayname:
  
      Relationship change made by Joe User (juser) on 2012/09/18
  15:03:01 from database CS
      Created 'attachment' relationship from CR 'CS#3' to
  'diagnostic_output.log'.
