  * PROBLEM DESCRIPTION: When using the 'UA - User               *
  *                      Authorizations' command on panel        *
  *                      ADB21 'System Catalog', panel           *
  *                      ADB2AUS always shows message            *
  *                      "Authority includes SYSCTRL"            *
  *                      when the sub-field 'GRANTEE'            *
  *                      on panel ADB21 'System Catalog'         *
  *                      does not hold the privilege SYSADM,     *
  *                      or holds SYSADM authority from          *
  *                      a grant to PUBLIC, or if the            *
  *                      sub-field 'GRANTOR' does not grant      *
  *                      the privilege SYSADM.                   *

  PUBLIC, or the 'GRANTOR' does not grant the privilege SYSADM.
