Error description

• After rebuilding the primary index of a HALDB partition which is
  in the "OLR cursor active" state, MSGDFS0730I is issued by IMS.
      DFS0730I UNABLE TO OPEN  DATA SET WITH DDNAME xxxxxxx FOR
  REASON I, 31
  Index Builder should initialize the primary index of the OLR
  destination side if the partition is in the OLR cursor active
  state but no occurrences have reorganized yet.
