Error description

• Near Term History fails to start when no accounting class is
  specified in the configuration options for the ACCTG parameter
  or when the ACCTG parmaeter is completely omitted.
  
  Diagnostic messages may display the wrong record as the record
  in error or may not disply the record in error at all.
  
  ICAT should not allow an ACCTG() record to be inserted in the
  RKD2PAR COPTdbid member
