Error description

• The action drop down menu would not display properly in
  Internet
  Explorer 7 or Internet Explorer 8.  This was fixed in
  Cumulative
  Fix 13.  However, it caused the action drop down menu to not
  display properly in Internet Explorer 9.  This APAR resolves
  the
  issue with Internet Explorer 9.

Problem conclusion

• If the user is on Cumulative Fix 12 or earlier, the actions menu
  will not appear using a Modularized PageBuilder 2 theme in
  Internet Explorer 7 and 8.  If the user is on Cumulative Fix 13
  or 14, the action menu will not appear using a Modularized
  PageBuilder2 theme in Internet Explorer 9.
  
  The fix displays the actions menu in all supported version of
  Internet Explorer.
  
  The fix is included in WebSphere Portal & WCM Combined
  Cumulative Fix 15 for Portal 7.0.0.1 and Portal 7.0.0.2
