PROBLEM SUMMARY:
When no zIIP processors are configured, zIIP-enabled OMEGAMON
code is not scheduled to execute on general processors in
SRB-mode.

PROBLEM CONCLUSION:
Allow zIIP-enabled OMEGAMON Collector components to execute in
SRB-mode when no zIIPs are configured and real-time user option
PROJECPU=YES is specified in RKANPAR member OMPEOPTS.
