Error description

• When message CQM2602E OPEN FAILED FOR VSAM DATASET... is
  issued and an ABEND appears in #ARCH. If this condition occurs,
  a dump should be generated and Query Monitor will terminate.
  

Local fix

• Stop the Query Monitor collector after a CQM2602E message is
  issued and restart the collector after the Interval dataset is
  available
