  *                 Authorization Switching.                     *

  * PROBLEM DESCRIPTION: When generating an Alter to JCL (as     *
  *                      opposed to WSL) that has both DDL and   *
  *                      a CHECK DATA job/step, the LIB() entry  *
  *                      omits the quotes, which causes the      *
  *                      value to be changed at runtime and      *
  *                      results in a failure.  The failure      *
  *                      will exhibit as the following:          *
  *                                                              *
  *                      DATA SET < dsname > NOT IN CATALOG      *
  *                      OR CATALOG CAN NOT BE FOUND             *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  The LIB() variable is being stripped of quotes without being
  restored to its original value (with quotes). Now the value
  will be restored after the unquoted version is used.
