Error description

• ORF is currently in TAKEOVER.  Any error
  situation at this time must leave the DB in stopped
  status as long as the takeover phase was completed.

  ORF is currently in TAKEOVER.  Any error situation at this time
  must leave the DB in stopped status as long as the takeover
  phase was completed.
  

Problem conclusion

• Dataset verification is in the early stages of
  takeover, and no DBRC and RENAME had been done yet.
  Therefore, the code was changed to abort the ORF
  run and make the original database available.
