  When sensor repository is not initialized, a conditional reorg
  job gets ABENDS0C1 preceded by BBE1451E with RC=04 and RSN=0052.
  The ABEND occurs when both of the following conditions are met:
  - JOURNAL=NO is specified (default value)
  - BBEJRNL DD statement is not specified
  

Problem conclusion

• Reorg Expert has been modified not to cause ABENDSOC1 after the
  BBE1451E. To solve the preceding BBE1451E, the sensor data
  repository needs to be initialized.
