Error description

• Missing dynamic SQL text with REOPT bind options.
  Code is being added to capture SQL text when QM's SQL text
  routines are driven on other call types (e.g. DESCRIBE and
  EXECUTE) instead of the PREPARE for plans with REOPT BIND
  options.
