PM31588: SET THE XCF GROUP NAMES DEFAULT

• Closed as program error.

Error description

• The default for the TOSI and ORF XCF group names defaulted to
  a single group name.
  However, the recommended installation is to use different names.
  This APAR will set the default to different XCF group names.
