Error description
If an abend occurs during change APPLY, and the database is still in the original condition, the DB has the NOAUTH flag on in the RECON, locking out all users. ORF should reset the NOAUTH indicator if the DB has not changed.

Problem conclusion
The abterm detection facility has been changed to include resetting the DB to AUTH. Also, the DB will be started if it had been stopped.
