PM20714: PHIDAM AT THE START OF CHANGE APPLY

• Closed as program error.

Error description

• ABENDU3303 is received when change apply starts for a PHIDAM
  DB. The abend is preceeded by MSGDFS2499W and MSGDFS3303I.

  The abend is preceeded by messages DFS2499W and DFS3303i.
  When image copy is called, only the necessary database
  datasets have been allocated.  When Apply is starting
  the X and L datasets are not allocated.  This causes the
  DFS2499W message, stating that only a portion of the
  HALDB datasets are allocated.  That is not allowed.
  

Problem conclusion

• Allocate all datasets during the IC process.
