PM07528: ORF TOO MANY GQSCAN CALLS CAUSING EXCESSIVE OVERHEAD

• Closed as program error.

Error description

• When BMPs needed to be paused, ORF created a system
  wide ENQ.  The BMPs then checked at CHKP calls it that
  ENQ was set and paused the BMP if so.
  However, that created many GQSCAN calls.
