Error description
Defining variables with a cluster scope will add the variable to the cluster's variables.xml file however, these changes are not propagated to the was.env file when it is updated. Thus, any variables defined at the cluster level will not be passed down to the server and the server's behavior will remain unchanged.
Local fix
Define variables at cell, node, or server level as necessary to achieve desired results.

Problem conclusion
The code was changed to honor cluster-scoped variables with a precedence order of cell - node - cluster - server. APAR PK99174 is currently targeted for inclusion in Service Level (Fix Pack) 7.0.0.9 of WebSphere Application Server V7.0.
