PK91665: Insert variable {1} in message bundle doesn't get substituted

  Description of problem:
  
  
  After migration from VAGen to RBD 7.5.1.3, Web transaction will
  fail to display messages having insert variable {1}.
  
  Steps to reproduce:
  
  EGL code like
  SysLib.setError(uirec.inputfield2,'0002','hello world');
  
  with a message bundle like
  {contents = [
    [1, 'Warning message'],
    [2, 'Error message {1}']
   ]}
  
  will be displayed as 'Error message {1}' instead of 'Error messa
  ge hello world'
  

Local fix

Problem summary

• When SysLib.setError is used in a web transaction, the first
  insert into the error message is at position {1}.  This was
  incorrectly changed to position {0} in EGL version 7.
  

Problem conclusion

• The first insert is now at position {1}.
