• Bad timestamp in panel ZHAFL for "Time of latest Record" example

  This occurred after daylight saving time change and SET CLOCK
  was done and CVTTZ had a value of FFFFCA99 = 3hrs 58 min 54 secs
  and code was not calculating timestamp correctly.
  

Local fix

• Circumvention is to use SET TIMEZONE for a exact hour value.
  Please apply PTF when it becomes available.

  There is possible error in OMEGAMON timestamp convert subroutine
  
  PROBLEM CONCLUSION:
  Change code to use CVTLDTO local time/date offset for Local time
  calculation more accurately (instead of CVTTZ), use STCKCONV
  system service for timestamp conversion (instead of internal
  OMEGAMON subroutine)
