Error description

• APAR includes follow bugs fixes:
  
  1. Policy RULE that contains elements unrelated to
     utility may cause incorrect action decision.
  2. Various utility parser problems.
  3. VALUEIF edit on LOAD utility input fails for VARCHAR column
  4. Erroneous message ABPM9606E issued by ABPMAINT program.
  5. Message ABPP9855W truncates the fourth character of the
     DB2 SSID.
  6. Extended LOAD syntax edits of SYSREC may fail with
     DELIMITED format when some fields are not delimited.
  7. Threads should not be blocked for CHECK INDEX
     if SHRLEVEL defaults to REFERENCE (DB2 V8)
