PK79736: ENHANCEMENT TO CAP ECSA USAGE USED BY THE MESSAGE SUBSYSTEM

Error description

• The message subsystem does not reuse message buffers obtained in
  ECSA efficiently. This enhancement will cap the amount of ECSA
  the message subsystem will use as well as reuse previously
  obtained ECSA buffers.

  *                         subsequent OMPE Collector start up.  *
  *                      3. OMEGAMON message subsystem may use   *
  *                         excessive ECSA.                      *

  PROBLEM SUMMARY:
  1. The OMEGAMON message subsystem remains active on subsequent
     OMPE Collector start. When maintenance effects these
     routines an IPL is required to prevent incompatible levels
     of modules.
  2. The OMEGAMON message subsystem does not properly manage
     E/CSA virtual storage on subsequent OMPE Collector start up.
  3. During processing the message subsystem may GETMAIN
     excessive ECSA.
  
  PROBLEM CONCLUSION:
  1. Upon restart of OMPE, internally cycle the message subsystem
     to avoid the need for IPL when maintenance effects the
     message subsystem routines.
  2. Enhance message subsystem E/CSA buffer management.
  3. Cap the amount of E/CSA used by the OMEGAMON message
     subsystem.
