PK75293: HRFYBLDX AT X'096E' REORGING A DB WITH NO INDEX

• Closed as program error.

Error description

• HRFYBLDX is called to update the RBA level table.
  However, the DB does not have indexes and the
  segment level table was not created.  This causes the
  ABEND0C4.
