Error description

• This APAR adds the ability for system administrators to prevent
  end users from changing the locking options in Table Editor.  By
  default, this option is not enforced.
  
  To enable the option to disable locking for end users.  After
  PTF is applied change the parameter DISPLOCK from YES, to NO, in
  ETI and ETICLIST.
  
  Setting DISPLOCK to NO prevents the locking option from
  appearing in the ETI$MAIN panel, and turns locking on for all
  users.
