Error description

• PTF UK40063 does not include a pre-req statement for PTF
  UK38359 which also touches element DSQPNLE and which preceeded
  UK40063.

  Due to an improperly set flag in the tool that builds PTFs,
  the part DSQPNLE was flagged as an internal part only and
  was not considered when the PTF prerequisite chain was
  constructed for PTF UK40063 (PK66525).  PTF UK40063 did
  include the code changes for DSQPNLE; only the prereq
  chain was incorrect.  On some systems, SMP/E APPLY returned
  RC0 irrespective of the incorrect prereq list.  UK38359 was
  missing from the list.
  

Problem conclusion

• The setting in the tool that builds PTFs has been corrected.
