Error description
The migration engine will automatically create a site (called 'Orphaned content site') and a site area (called 'Orphaned content site area') if needed, for storing orphaned content (ie. content that doesn't have a parent site area). If workflow has been abled on sites and/or siteareas, these the created site/sitearea will not be accessible via the WCM Authoring UI because the objects will be created in an invalid draft state.
Local fix
Problem summary
The Orphaned site / sitearea created by migration isn't accessible if workflow is enabled on sites / siteareas The migration engine will automatically create a site (called 'Orphaned content site') and a site area (called 'Orphaned content site area') if needed, for storing orphaned content (ie. content that doesn't have a parent site area). If workflow has been abled on sites and/or siteareas, these the created site/sitearea will not be accessible via the WCM Authoring UI because the objects will be created in an invalid draft state. This problem was caused by the migration engine not handling the condition where workflow had been enabled on sites and site areas and thus was allowing the site and/or site area to be created with a workflow control but no workflow (which is an invalid draft state)
Problem conclusion
The migration engine was changed to forcibly remove any Workflow control from the created site and sitearea.
