Error description

When a web application is started from Rational Application
Developer (RAD) with the "run server with resources within the
workspace" option set, the following error will occur during
JavaServer Pages (JSP) translation, even though the tag
library is located in a jar file inside of the WEB-INF\lib
folder.
JSPG0047E: Unable to locate tag library for uri ...
The same issue will not happen when running the server with
resources on server option.

* PROBLEM DESCRIPTION: When a web application is started       *
*                      from RAD with the "run server with      *
*                      resources within the workspace"         *
*                      option set, the server cannot find      *
*                      Tag Library Descriptor (TLD) files.     *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
When the option "Run server with resources within the
workspace" (also known as a loose configuration) is used with
Rational Application Developer, WebSphere Application Server
cannot find the TLD file(s) that are specified in JSP files.
This causes the JavaServer Pages (JSP) compilation to fail
with the following error:
JSPG0047E: Unable to locate tag library for uri <TLD file name>

Problem conclusion

The JSP Container cannot locate the TLD files because it is
looking for them in the application's directory as they are
specified in the JSP file when it should be looking for the
TLD files in the Rational Application Developer workspace in
this type of environment. The JSP Container code was modified
to search in the Rational Application Developer workspace for
TLD files when in a loose configuration.

The fix for this APAR is currently targeted for inclusion in
fixpacks 6.0.2.33 and 6.1.0.21.  Please refer to the
