Error description

• S806-1C abend occurs in the ISPF dialog if only one LOADLIB is
  defined in ISPLLIB statement of the startup CLIST. Code is being
  revised to resolve the different format returned from ISPF when
  a single ISPLLIB loadlib, versus multiple libraries, is
  allocated in the CLIST.

Local fix

• This problem can be circumvented to allow startup of CQM by
  adding a "dummy" APF authorized loadlib to the CLIST after the
  primary loadlib being used, until the APAR becomes available.
