  * PROBLEM DESCRIPTION: Change Management process "Restart of   *
  *                      RUN" is uncomfortable.                  *
  ****************************************************************
  * RECOMMENDATION: Apply The PTF.                               *
  ****************************************************************
  In CM process, a change,  when run successfully gets into status
  ?COMPLETE?.If it fails during TEP2 processing,  it gets into the
  ?RUNNING?  status.  Such a change  needs  to be  restarted after
  fixing  the  cause of  the  failure.   The fix  occasionally may
  involve editing the statements input to TEP2.
  
  ER line  command is  available on panel ADB2C11,  that gives the
  ability to the user  edit the run job and submit again.  Part of
  the editing was to restart the step that runs ADBTEP2.  This was
  done manually until now.
  
  With this line item,ER line command is enhanced to automatically
  update  the RUN JCL to  include  RESTART  parameter in job card.
  This is applicable if the change is in status ?RUNNING?.
  
  This line item also ensures that when ADBTEP2 is restarted,  the
  restart parameter RESTART(YES) is specified.
