Error description

• FPEJINIT produces report JCL where the steplib concatenation is
  not in the correct order.  There is a loop over the RTE HLQs
  and a nested loop over possible last qualifiers like RKANMOD and
  RKANMODU.  The nesting of this loop must be changed to correct
  the error.
