Error description
Even if a document is published, has a draft stage, and the user has approve access to the object, the restart workflow button will not be displayed unless the user has Delete access on the object as well.

Problem summary
Users Affected: WCM users with approve access on published object Problem Description: If wcm user has approve access on a published object, they should see the create draft and restart workflow buttons. This apar adds the ability to see the restart workflow button.
Problem conclusion
WCM was not checking the correct access for restart workflow button.
