  * PROBLEM DESCRIPTION: 1. ICAT help does not clearly describe  *
  *                      how the threshold data set is created   *
  *                      and how to copy the sample thresholds   *
  *                      that are supplied in a seperate sample  *
  *                      data set to the threshold data set      *
  *                      that is created by ICAT.                *

  *                      2. ATF data set is not created if no    *
  *                      additional component is enabled. When   *
  *                      using the batch mode install to create  *
  *                      an RTE that has only an ATF dataset     *
  *                      specified but no additional components  *
  *                      like NTH enabled the generated job      *
  *                      D2#5xxx is not empty (like in the       *
  *                      interactive ICAT mode) but contains an  *
  *                      empty entry for LISTC which causes a    *
  *                      RC=12 when running batch mode install.  *

  1. ICAT help does not describe clearly the setup of the
  threshold dataset.
  
  2. Allocation of ATF dataset fails during batch mode install
  when NTH is not enabled.
  

Problem conclusion

• 1. The help text is extended to describe more clearly what the
  user has to take into account when setting up the threshold
  data set for Automatic Exception Processing. Furthermore a flag
  was added to the panel that disables/ enables Automatic
  Exception Processing. Before an empty threshold data set name
  implied that the function is diabled while setting the threshold
  data set name enabled Automatic Excp. Proc. during startup.
  
  2. Conditions for generating the allocation job are corrected.
