This APAR will address the following: 1. If using the log full option of DISCARD, the journal manager should not consider this an error and shutdown. 2. Produce a more descriptive error message on why the checkpoint record is unavailable. 3. Review the archive utility.

Problem conclusion
When another job is holding the journal checkpoint record, the Journal Manager will periodically issue message "FUN2539I The Journal manager cannot access the checkpoint record' while waiting to gain access. User action: When this message appears, check to see if an archive job is active as this should be the only other user of the checkpoint record. Make sure the archive job is not being delayed or waiting for a tape mount.
