Error description

• The first ICMD IMS command issued is not logged by IMS Sysplex
  Manager.

  *                      responsible for logging that is         *
  *                      activated after the first CMD or ICDM   *
  *                      command.                                *

  SM now logs the first CMD or ICMD using AO Exit DFSAOE00,
  but inputter information (userid or lterm) is not available
  because IMS doesn't pass that info the the user exit.
