  may be issued incorrectly causing the reallocation to fail.

  STOPWAITTIME=030
  IN USE
  HADM0420 STOP COMMAND ***FAILED*** STOP BYPASSED DUE TO CURRENT
  USERS
  This can occur on DSNDB06.SYSDBASE, DSNDB06.DSNDSX01, and
  DSNDB06.DSNDXX02
