Problem summary

    While debugging user applications in AST, the entire server is
    run in debug mode.  While this happens, we keep seeing
    uncaught exceptions reported, coming from AppDataMgr. This
    would only be a minor problem if it was silent - but it's not,
    as the debugger immediately sees the exception, and treats it
    as a breakpoint (that is, stopping execution and requiring a
    user response).
    
    Here's the callstack:
