PK24370: CEXMAPI X'3E6' DURING ETERM PROCESSING FOR THE PUBLISHER API

Error description

• This APAR will fix the ABEND0C4 in CEXMAPI during ETERM
  processing if a TERM or ETERM request is issued while the
  callers protect key is zero and the clients normal protect key
  is non-zero and add the Publisher API datastore query option.
